Step to reproduce bug: | 1. Create a company subject to VAT
2. Create a client not subject to VAT
3. Create a product with total price VAT included
4. Create a proposal attached to the client not subject to VAT
5. Add the product
6. See how the Total VAT amount increases |

- Vat calculation does not depends on client subject to or not but on seller subject or not.
When the baker sells bread to a client not subject to VAT, VAT is included. Because baker is subject to VAT.
If you set a company subject to VAT and thirdparty not subject to VAT, you should have VAT to 0 for supplier order or invoice but not for your own proposal, order or invoice.
