The bug has been corrected inside GIT sources
(http://www.github.com/Dolibarr/dolibarr).

So fix should be available with next stable release.

Description:	If you enable the salaries module, you will see greyed out the "Special payments" menu of Financial area until you enable the "Special costs" module.
