| Description: | The thirdparty profile has this option: VAT is used
I suppouse that dolibar,r if the costumer is from another country it will not applied the Vat; but I think that if i choose to apply the VAT even if another country, this should be applied.

| Step to reproduce bug: | Just create a propostal to a costumer from another country (peferably not EU country), having VAT is used option activated (YES). The propostal appears with VAT 0% |
