Actually, I think you both have the right to use ilasm. If you find an ilasm in ${prefix} during the configure process report it to the user so that the user can decide what to do. Binary packagers should set their packages to suggest the install to /usr/local/mono or /usr/local/DotGNU for 'nix systems and %PROGRAMFILES%\mono or %PROGRAMFILES%\DotGNU for Windows systems.
