Summary: csant does not pass optimization flag to mcs

Original Submission: When the default compiler is overridden with -C mcs, even
when optimization is selected via

<compile output="scimark.exe" target="exe" optimize="true">

csant does not pass -optimize+ to mcs.

I'm not sure what other flags are possible on the <compile> lines, but it might
be a good idea to check whether there are other flags omitted.
