Summary:  UTF-8 identifiers not-yet supported

Original Submission:  A test of UTF-8 with CJK (Japanese), Russian, Extended 
Latin characters fails cscc sanity checks.

eg: 
utf-test.cs:10: syntax error, unexpected $undefined, expecting "an identifier" 
at or near `™Þ»'
utf-test.cs:11: syntax error, unexpected $undefined, expecting "an identifier" 
at or near `™Þ»'
utf-test.cs:12: syntax error, unexpected $undefined, expecting ';' at or near 
`šÞ»'
utf-test.cs:14: syntax error, unexpected $undefined, expecting ')' at or near 
`¤Þ»'

...on attached test-case file.
