Summary:  compiler allows invalid struct ctors

Original Submission:  In structs the compiler allows explicit parameterless 
ctors as well as ctors not initializing all members, e.g.:

struct X
{
        int x,y;
        public X()      // error: parameter required
        {
                x=5;
                // error: y not initialized
        }
}
