Summary:  DateTimerFormatter.cs does not format correct the fractions of a 
second

Original Submission:  The format t (fractions of a second) is not correct 
formatted.
If U use e.g. DateTime.ToString( "yyyy-MM-dd HH:mm:ss,fff" )
the fractions of the second is displayed wrong.
