Summary: DateTimeParser to correctly fill in date/time values not specified in
string format
Original Submission: There were differences in how DateTime.ParseExact()
worked on Microsoft .NET and portable .NET. This patch makes portable .NET
function the same as Microsoft. Now, month, day and year are filled in with
default values if they were not specified in the date format string.

Test program. It should function without error, except for the emtpy format
string. (So one failed test)
