Summary:  XmlTextReader support for HTTP URLs

Original Submission:  This is a simple (some would say: q&d) implementation for 
XmlTextReader to accept "http:" and "https:" URLs. I'm sure it can be made 
better, but on the other hand, this is better than nothing (plus it works for 
me ;-)
