Open Source is a community project.  CVS is used to allow concurrent
development.  Check the source out of CVS.  Update the source base often. 
Start coding.  Submit patches to the patch tracker.  The patches should be
broken into functionality changes and not one large patch.  Allow the
admins to determine the fall out of patch conflict.  No one will complain
because more than one patch for the same code happens at the same time. 
The probability of that happening is so small, it isn't worth worrying
about.
