The list described in the current 00-core.order is not intended to be or
contain only the most essential that the system needs for its minimal
and correct execution. It is a list also based on practicality for the
user, in this particular case `gpg` and its set is used by the
maintainer and suggested by many for default signature even in emails.
If you do not want to build gnupg, you can exclude it from the list:
$ qi order 00-core.order | grep -v gnupg
But note that, the gnupg set is used for example by claws-mail at
runtime for signing or decoding, as well as by Trinity applications or
other desktops, so it is always better to have it there as essential,
even if it is not necessary for the priority of a running system.
