I submitted the patch here:

Although the changes to duplicity are small, it does rely on new functionality
in boto, and pretty subtle features of the HTTP protocol. If anyone is
sufficiently intrested in EU buckets to want to go ahead and test before a
release, it would be useful to hear any and all feedback.
If you do test, see the updated parts of the man page and the comments in the
patch submission. Basically, various problems are expected in the initial few
minutes after a bucket is first created - but this is expected.
