Your idea sounds plausible (assuming the devilish details work ;) up to this 
point. You'd want to keep a record of deleted volumes, because if a volume went 
missing, you'd want duplicity to notify you about it as something wrong rather 
than ignore it as something right.

But, if you ignore that bit, your idea could work without recoding duplicity 
itself. You could have a script that reads the manifests from each backup and 
picks out volumes which contain only deleted files, and delete those volumes.

I don't know how duplicity would handle a deleted volume, however. I'm not sure 
if it would even try to access those volumes if you didn't try to access the 
deleted files, since duplicity always goes for the manifests first and then, 
according to the manifest, volumes later.
