Bug or known not-supported use case, your pick.

If you want to populate the archive dir after the fact, copy all the sig
and manifest files to the archive and decrypt them using gpg.

The checkpoint/restart capability will force the use of the archive dir,
soon to be called the cache dir, since I need it to keep state.  If the
backup does not complete, it will contain partial manifest and signature
files that will be completed when the backup restarts.
