Details:

The boto backend currently assumes that Amazon is the target host for all S3
backups.  This patch adds support for sending backups to any S3 host.

The patch works by recognizing the s3:// scheme, which seems to be a natural
choice, but I couldn't find an authoritative statement saying that it is the
best name.  The behavior of the s3+http:// scheme is unchanged.

This patch supersedes Savannah Patch #6292: Amazon S3 bucket creation
deferral.
