A little experimentation:

I compiled and installed LyX with the proposed patch. I have both eLyXer and 
LyxBlogger installed on my machine. After LyX installation, by default it used 
LyXHTML to run LyxBlogger. Then to make it use eLyXer instead, I simply removed 
the LyXHTML -> LyxBlogger converter from 
Tools->Preferences->External_Formats->Converters. LyxBlogger still showed up 
exactly once under File->Export, but this time eLyXer was called.
