Edebug signals an error when instrumenting functions which use
syntax-propertize-rules.

To reproduce:
M-: (require perl-mode) RET
Navigate to the definition of perl-syntax-propertize-function in perl-mode.el
C-u C-M-x

Result: Wrong type argument: consp, nil

OK; since it works in Emacs 27 I'm closing this bug report.
