No. But, anyway,
(local-set-key "\e$a" nil)
(define-key function-key-map "\e$a" [?A])
doesn't work. When I type "ESC $ a", I just hear beep.
When I type "C-h c ESC $ a", this error is signalled.
M-$ a (translated from <escape> $ a) is undefined
