New Unsaved File ?
This operation has two differences from the usual "New" command:
1. It doesn't write the file yet.
2. You do specify the name now.
"Unsaved" expresses #1, but I think that #2 is what users
will find the most visibly surprising.
That leads me to think that "Open New File" or "Open Nonexistent File"
might be the best approach. This is a lot closer to the usual "Open"
command than to the typical "New" command.
