trouble starting programs from within M-x shell when using cmdproxy

Hi.

Running cvs emacs on windows xp i have problems starting graphical
applications.  Looking at the process list it seems the programs do
start but they do not display until after i presses RET a few times in
the *shell* buffer.  I have no idea what could be causing this.  It
seems to affect all graphical applications.

To reproduce try this:
make sure the environment variable SHELL is not set
emacs.exe -Q
M-x shell
calc.exe
now it seems calc.exe is started, at least the process is there
press a few times RET (between 3 and 8 times) now the calc application
does appear.
