read-file-name - why no HIST parameter

Just curious -
Why does `read-file-name', which does completion on its input, accept no
HIST (history list) parameter?
There is a `file-name-history' variable, for file-name arguments. Why
wouldn't `read-file-name' be an appropriate place to pass this HIST list?
