I haven't followed all of the threads but I think, at times, there have been
other proposals.

That's not ideal, as the mode that gets released isn't the one that gets
tested. In the overall picture of Emacs' release, though, it's probably a
small matter, and we can probably handle any contingency when, and if, it
arises.
