Who's talking about "distribution"?

Eli just said "[t]he Windows build", and building Emacs on Windows out
of Bazaar needs makeinfo if you want to have info files.

Of course if you restrict yourself to distributions you can get a
binary one, and then cp and rm aren't needed either.
