Maybe something like 'ln -s /usr/local/share/git-core/templates/hooks/* ~/.git-templates'? (Or 'cp' if 'ln -s' doesn't suffice.) This is brittle in case a later Git version adds more standard templates, but it should be better than what you've got now.
I updated the ChangeLog entry for the autogen.sh change, to reflect the new diagnosis of the actual problem.
