It doesn't support CEDET even now. Nobody wrote the Semantic implementation of a xref backend, and it might be tool late now for the 25.1 release. If CEDET were moved to ELPA, however, you can add that support at your leisure later.
And that's an orthogonal issue. xref has no need to support CEDET: CEDET should support xref (the support code will be in CEDET's tree).
