xref-find-functions as well.
If it should, how does it do that?

By copying a line from emacs-lisp-mode, for instance. Or writing something custom, if the intent was to jump to something other than currently loaded Lisp functions/variables/etc.

(I meant xref-backend-functions though. Sorry.)
