Does GitLab handle such titles specially?  Because if not, then they're
no different to doing the same in GitHub or email.

Yes, it does.  When the "WIP:" is present, GitLab's Web UI will not offer (reviewers) the option to merge the change.  Instead, it will notify that the change is Work In Progress, and offer a button that removes ("resolves") the WIP status.
