   The extra info may be redundant but it does no harm.

If it is redundant, it also means that it doesn't have to be there.

But since there is no need to keep such information in libdir, it is
by definition for one specific architecture, it is better to remove
it.

There is also precedent in the GNU coding standards, e.g. most
anything under datarootdir, so it makes more sense to make libdir here
/usr/lib/emacs/VERSION as is the case with other things.
