Why would you think so?

I've been using Icomplete since it existed.  And
I use a standalone minibuffer frame.

I've even - since 1995 - provided a library of
Icomplete enhancements, `icomplete+.el'.  They're
independent of whether someone uses a standalone
minibuffer frame.
