No, the usual way is to use ENCODE_FILE, but sqlite3 explicitly wants
file names encoded in UTF-8 regardless of the locale's encoding,
AFAIU.
So the question is: do we tolerate eight-bit raw bytes in file names
passed to sqlite3?
