Sure, this has been said here several times.

Two problems with this:

  . we need volunteer(s) to actually do the work, and the requirements
    for their talents are hard to meet; and
  . the rewrite needs to keep all or most of Lisp still working, which
    is IMNSHO almost impossible, because our Lisp is written for the
    current design

I leave the conclusions as an exercise ;-)
