rx.el: Refactor user-definition expansion
* lisp/emacs-lisp/rx.el (rx--translate-not): Simplify structure.
* lisp/emacs-lisp/rx.el (rx--expand-def): New.
(rx--translate-symbol, rx--translate-form): Use rx--expand-def.
