    Remove the --without-makeinfo configure option (bug#46837)
    
    * configure.ac (--without-makeinfo): Remove option.
    (HAVE_MAKEINFO): Remove output variable.
    
    * Makefile.in (HAVE_MAKEINFO): Remove.
    (info_misc): Remove HAVE_MAKEINFO check.
    (info-real): Remove target.
    (info): Simplify.
