Rename `SUBR_NATIVE_COMPILED` to `NATIVE_COMP_FUNCTION` (bug#71123)
Keep the name consistent with the naming used in the ELisp world.

Rename from `SUBR_NATIVE_COMPILEDP` and `SUBR_NATIVE_COMPILED_DYNP`.
