kotl-mode:add-prior-cell - Add; start fix of kotl-mode:add-cell
Rename `kotl-mode:add-parent' to `kotl-mode:add-after-parent'.
Other Koutliner fixes.

+ kotl-mode:backward-cell, kotl-mode:forward-cell,

+ error only if called interactively; if not interactive and cannot move
