*A work-around:* If the first line of the Org file is blank/empty, *then* *only*
the headlines with tag :export: are exported. Instead of:

* Headline1
* Headline2     :export:
--------------------

use:

--------------------

* Headline1
* Headline2     :export:
--------------------
