Subject: | [O] Dired does not correctly process file names with ornamented and special Characters in Emacs for Windows |

Hello Filenames with ornamented or special characters are often not shown correctly in "dired", and cannot be opened. The strange thing is: sometimes it works properly, but I cant figure out under what circumstances - it seems to be completely arbitrary. Would anybody know how to make it always work ?
