with https://github.com/jlhg/texinfo2epub I did

 PATH/texinfo2epub/texinfo2epub.sh org-9.114/doc/org.texi org-9.1.14.epub

The result – https://mail.aegee.org/dpa/org-9.1.14.epub – seems good.
