IDs below headline level (for paragraphs, lists, etc) (was: [PATCH] org-id: allow using parent's existing id in links to headlines)

I recall similar idea raised in

But there was not much interest.

It was pointed that we already have link targets, although they are not
global. Making link targets global is doable.
