There is no such function `org-babel-get-header'.

ob-lilypond is distributed together with Org mode
(https://git.savannah.gnu.org/cgit/emacs/org-mode.git/tree/lisp/ob-lilypond.el).
And you are looking at 12 years old early version of the library.
