Try using a relative link like
[[../books/BashBook][O'Reilly Bash Book]]. I haven't made use of
interwiki links in Muse for my own projects yet, but hopefully that
will work.

Perhaps you mean emacs-wiki.el? Muse is a rewrite of emacs-wiki that
better handles publishing to different file types. Unfortunately,
many of the interwiki features have not yet been added to it. Once I
make the first release of Muse, this is will be addressed.
