Thanks for the tip - indeed I was able to play the spc files using mpv
distributed by a Debian GNU/Linux system. The problem was that on the
non-Debian based system I was running mpv on, the distributed ffmpeg was
built without --enable-libgme, and rebuilding ffmpeg with this option
fixed the issue :)
