[Jitter] tag v0.9.259 , poke updated in master and maint/poke-1

One of my most recent commits fixed ChangeLog generation for Jitter
source distribution (Jitter's ChangeLog are machine-generated from the
git history), but had the unfortunate defect of always overwriting the
ChangeLog file in the *top* dist directory; for a sub-package mode
Jitter this replaced the main package's ChangeLog.

Unfortunately the Poke 1.0 tarball is affected by this.  I apologise for
my mistake.

Fixed in Jitter tag v0.9.259 .  Updated poke branches master and
maint/poke-1 .
