New Jitter tag v0.9.291, updated poke submodule

Temporarily disabled no-threading on ppc32, on Mohammad's request.  On
the Jitter side I think it work perfectly with zero test-suite failures.

I will have to adjust far jumps on all RISCs including PowerPC.  I am
not sure if that is the issue.
