Not with fabric. You need at least a running ssh server.

There are solutions to install SO at boot up using DHCP, like Kickstart in Ubuntu. With Wake On LAN you can start physical servers remotely.

If you're using VMs, maybe you can start machines and provide an SO using the hypervisor, usually via API. It depends on the VM technology.
