[Fle3-users] Help "Fle"

I had an oppertunity to see how greatly the FLE works. Therefore, I tried to
install the FLE in my computer. I succeed in seeing the main page by using this
 installing direction.

However, in the step 8, I could not find the FLE at the drop down menu.
So, I couldn't follow the remaining steps. which means that I can't create 
administration pages 
Would you help me?
