That is a knowledgetype, not a course. So in order to import it, in Fle3
go to:

Course Management / Manage knowledge types / Import knowledge type set

(  or if you are using Spanish interface:

   Administración de Cursos / Administrar Tipos de Conocimiento /
   Importar Coleccion de Tipos de Conocimiento                       )
