If was not clear from the question where you wanted the freeIPMI tool code to run on. Here is both answers.

1) If you are trying to use free IPMI code  to build the RMCP server I don't think it supports the NC-SI.
2) If you are running any type of IPMI RMCP protocol  the implementation NC-SI or RMII should be transparent.
I have not checked the latest IPMI 2.0 spec that supports IPv6 and multiple IP address per NIC to see if this is true.

Details:

Our microcontroller implementation would have an Ethernet onboard sideband
connection to another Ethernet MAC device to get out on the network. This
interface is referred to as NC-SI and uses the integrated Ethernet MAC in RMII
mode. Does the FreeIPMI code support NC-SI communications?
