This is known bug.

When I was testing SSIF driver, I got the same behavior.  Not only
ipmi-sensors, all freeipmi tools run incompletely.  Sometimes I'm getting
this error in ipmi-raw too.  After debugging, I found ipmi_ssif_write() or
ipmi_ssif_read() failure sometimes.

I will re-read IPMI 2.0 spec and I will fix this bug soon.
